Downloading from the FTP site

If you want to configure your proxyserver server and are using a newer version of Internet Explorer, then from the menu select...

TOOLS | INTERNET OPTIONS...

click on the CONNECTIONS tab...

and then LAN SETTINGS button...

followed by the ADVANCED button.

Make sure that there is an entry in both fields on the third line for "FTP." Usually, it is the same as the HTTP values on the first line.
