The self-test dip switch will not cause motion unless you have enabled the drive with the ST0 or ON command for the PDHX15E via RS232 first. The STO or ON command will cause the display to change from 1-No faults-drive deenergized to 0-No faults drive energized. Only then will the self-test dipswitch work.
